My Fulbright research aims to help inform and harmonize Australian and US technology policy relating to national security and defense by reducing barriers to export control and innovation collaboration for industry, academia, and government partners.

Geoffrey McGovern is a political scientist and lawyer at the RAND Corporation and a senior lecturer at the Carnegie Mellon Institute for Strategy and Technology. His project studies the AUKUS partnership which creates a new environment for geopolitics in the Indo-Pacific. Under AUKUS Pillar 2 science policy collaboration will be a tall order, requiring new models of industrial, defense, and policy cooperation; the harmonization of export control and national security laws and regulations tied to innovation; and the establishment of new institutions for decision-making. This project analyzes export control policies to identify obstacles, analogues, and options for the AUKUS effort.
